Recruitment rules


The Lane Kirkland competition is usually announced at the end of December and the beginning of January; the deadline for applying is in March. Information on the competition is available on the website of the Program and facebook, on the website of the Polish-American Freedom Foundation www.pafw.pl, on the websites of the Polish diplomatic posts in countries included in the Program, and on the websites of befriended non-governmental organizations.
The following persons may apply for the participation in the Program:

  • academic teachers
  • experts, politicians, employees at the government and local government institutions
  • entrepreneurs, managers
  • leaders of non-governmental organizations, cultural organizers and promoters of active citizenship
  • journalists.



1.    Application form on-line
       a)    detailed personal questionnaire
       b)    proposed program of study in Poland explaining the purpose of participation in the Kirkland Program and including the future plans connected with its completion (not exceeding 4,000-6,000 characters with spaces)
2.    Two letters of reference (using the form: in Polish, English or Russian), describing the achievements and qualifications of the candidate as well as the expectations connected with the candidate’s further development and work in her/his professional or social field – to be submitted by e-mail
3.    Copy of Master’s degree diploma (or PhD diploma) – to be submitted by e-mail


The e-form on the website of the Program must be filled out on-line in Polish or in English before the above-mentioned deadline. The best candidates are selected in a 3-stage selection process:

Stage 1 - assessment of fulfillment of formal requirements, which are the following:

  • citizenship and permanent residence in one of the targeted countries
  • holders of permanent residence card in Poland are ineligible
  • Master's or specialist's degree
  • up to 40 years of age
  • professional experience of at least 2 years
  • Polish language proficiency adequate to effectively attend lectures and seminars as well as to prepare a diploma project. During the interview candidates are required to speak Polish at least at the B1 level.
  • An option to study in English is possible for candidates only from outside Ukraine and Belarus (obligatory is B1 level of English) who select a specific study program with English as the language of instruction (in such cases, at least A1 level of Polish is required).

Moreover, the research field should be in line with the following areas:

  • economics and management (business, NGO, culture, environmental protection, health care, education)
  • public administration (government and local government)
  • business administration
  • law
  • social science
  • political science and international relations
  • environmental protection
  • security issues
  • crisis management
  • development policy and humanitarian aid

Stage 2 - assessment of the candidates' scholarship applications

  • One of the items of the application form is the so-called program of study, which is a kind of a covering letter including: Main purpose of the scholarship program
  • Research field in the context of the candidate's professional (academic) experience
  • Proposed program and city of affiliation in Poland
  • Proposed type of a professional internship and type of an institution, where the candidate would like to study
  • Relevance of the scholarship project to the candidate's professional field, alma mater, country and his/her own professional (academic) career.
  • Providing grounds for the participation of the candidate in the Kirkland Program (the impact of the stay in Poland on the project accomplishment).
  • The plans related to the accomplishment of the proposed project.

The projects will be assessed by experts representing a given field. Among the persons who were positively evaluated,  the Selection Committee will choose the candidates for the interviews.

Stage 3 - interviews

The interviews take place in the Embassies of the Republic of Poland (e.g.  Kiev, Minsk, Tbilisi) or Consulates of the Republic of Poland. The interviews are conducted by the Selection Committee approved by the Polish-American Freedom Foundation, in Polish or in English (in case of  studies in this language).
The information about the nominations for the scholarships as well as the information for the candidates who have not been selected in a given academic year is sent via e-mail.
